Hacking TeamThe Bahraini government acquired Hacking Team’s spyware known as Remote Control System (RCS) in 2014

 

Following the cyber attack against the Italian spyware company Hacking Team, Wikileaks published a searchable database of over a million emails which were leaked from the company’s servers. More than 1300 emails mention Bahrain. They reveal how, in 2014, the government of Bahrain obtained Hacking Team’s Remote Control System (RCS).

 

A Dubai-based IT company, called MidworldPro, acted as an intermediary between Bahrain’s Ministry of Interior (MOI) and Hacking Team. MidworldPro paid Hacking Team €210,000 Euros for a one-year pilot programme of RCS to be tested by the MOI’s Cyber Crime Department (CCD). The emails also reveal that Israeli surveillance company NICE Systems was acting as another intermediary between Hacking Team and Bahrain’s National Security Apparatus (NSA) and Bahrain Defence Force (BDF).

In the past, Hacking Team issued public statements claiming that it “goes to great lengths” to ensure that its software is not sold to repressive regimes. However, it is worth noting that Reporters Without Borders has designated both the government of Bahrain and Hacking Team as Enemies of the Internet.

 

Hacking Team went ahead with supplying the Bahraini government with spyware despite the fact it knew of its continued violations of basic human rights. Hacking Team hired Bird & Bird legal services to write a report on Bahrain and check whether there were any legal limitations to selling it spyware, specifically under Italian law. The report, submitted in October 2013, mentions that there are no legal restrictions at the time, but points out that various NGOs and international bodies have criticised the Bahraini government for its ongoing human rights violations stating that:

 

Amnesty International and Human Rights Watch, as well as the European Parliament in its resolution of 12 September 2013, repeatedly found that the country’s policies and actions are in violation of human rights and in particular violations of freedom of expression (…) as well as abuses by the police, accused of excessive use of torture and ill-treatment of government opponents. Soon after, a call was arranged between Hacking Team’s Sales Manager Mostapha Maanna and Major Ali Al-Jowder from MOI, where the former asked the latter to sign an non-disclosure agreement and make arrangements for a live demo.

A meeting in Abu Dhabi seems to have taken place between Hacking Team’s Maanna and Adnan Fatayerji, Managing Partner of Dubai-based IT company MidworldPro, to discuss details regarding the latter’s desire to become a regional reseller of RCS. Sacha Vekeman, an IT businessman living in Dubai, acts as a liaison between Hacking Team and MidworldPro. Bahrain seems to be their first target, and Vekeman mentions in his email MidworldPro’s intention to invest in a proof-of-concept platform for the Bahraini government.

Maanna confirms in a subsequent email to his manager that MidworldPro is going to be their new partner to help Hacking Team sell RCS in Bahrain.

Vekeman, Fatayerji and Maanna discuss demonstrating a 500-agent RCS pilot for Bahrain, and Maanna shares with Vekeman the technical requirements of such a system. Plans are set for a meeting in Dubai in the first week of October 2013 to prepare for the Bahrain demo.

After Maanna sends Vekeman a draft offer (locked in a password-protected zip file), Vekeman seems to suggest that Bahrain’s MOI wants to infect any iPhone whereas Maanna explains that only jailbroken iPhones could be infected by their software.

MidworldPro and Hacking Team meetup at the Golden Tulip lobby on the day before apparently being taken by an MOI driver to the ministry for their 12pm meeting. The demonstration takes place and a few days later Maanna seems to have gotten a positive reaction from the MOI.

It seems that Hacking Team initially was asking for over €750,000 Euros in their previous draft offer. Vekeman explains an email to Maanna that the Bahraini MOI has expressed their interest to MidworldPro in acquiring RCS but that they will not pay for it until they see and test a fully operational system due to “bad experiences with other IT projects”. This means, according to Vekeman, that MidworldPro will pay for the pilot installation in full as an investment on their part, not as a commercial reseller, and that they can only go up to €200,000 for one year at this stage. He mentions that they need to deliver the pilot installation in December. He also confirms that MOI are concerned that RCS is unable to infect IPhones that have not been jailbroken.

Thanks again for your availability during the last two weekends and within your busy travel schedule.

 

I’d like to summarize our position, the mains concerns and present you with a way forward to close the first stage of the business.

 

The three main concerns are following:

1.      Our main investor has deep concerns about the technical availability and readiness to tackle the iPhone issue. For me this is a technical challenge in which I am pretty convinced that HT will find a solution. On the other hand, it remains a concern in which we need to take a pre-emptive position.

2.      The end-client has expressed to MidworldPro their interest in acquiring the proposed solution (not a competitive solution), but due to bad experiences with other IT project (not delivered by MidworldPro), the client takes an approach of seeing a local operational & fully supported platform (pilot) upon which it can convince its peers and make the necessary shared budgets available over a long term, and within a normal commercial licensing plan (to be further discussed).

3.      This means, that MidworldPro is the party that will invest in the pilot project (not the end-client). Therefore it is impossible for us to invest at a minimal of €750k+ only for the licenses (not to mention the integration and infrastructure). This means we are fully taking the risk of the investment in the pilot, and not the HT licensing plans. The financial liability we have to take in the proposed licensing plans discussed in the last days is something we are not able to back at this stage.

 

The HT budget that has been made available is €200k upon which we have a hard deadline to make the platform fully operational, independent of the number of agents, at the end of next month. The pilot will be for very limited use and demonstration, with a target deliver date for December.

 

I’d like to also express that the investment for the pilot is partly to cover licenses for one year, not for commercial resale as such, including training and integration support. So we want to make sure we cover ALL HTs costs for people, time-limited (1 year) access to all the proposed technology.

 

This means, that you and I need to sit down in the coming weeks, to further detail and find the agreement on the final licensing plans that HT can make available to MidworldPro upon which we can finalise the commercial for resale agreement. As discussed, I’m keen to sit down and take you through the managed services business model.

 

My personal biggest worry, is the focus of our time and discussion TODAY on finding a license price agreement, as we will lose two times, big time!

(1)    We’ll lose the pilot deal and completely go off radar with the end-client (closing this month)

(2)    HT will lose the insight in our managed services plan in which you could end up with a weak licensing plan, compared to a lucrative services model, looking into the total revenue opportunity we have in the region (closing this year).

(3)    So, we both lose long term active budgets due to our short window.

 

I hope to have clarified our position and we can find a common ground, so please give us a final ‘special’ pilot price upon which we can move the business forward?

As per our recent telephonic discussion we have an issue at hand that just has come to my attention today. I received a call only an hour ago from the assist director of MOC special projects, the entire project location must be shifted to a remote location outside of the ministry. This will require time for us to manage transportation and reconfiguration of our initial setup. Therefore we suggest a halt to current travel plans so that we can set a new and final deadline for commissioning. 

The ministry sincerely apologises to all of us as they know that we have had to reschedule a second time at the final hour, nevertheless this has fallen under the ministry’s request so that we can comply with their new security protocols. On a side note, I have been informed that this change will greatly benefit us, as this will easily allow the MOC to conduct “demos” of the system (as it will be located in a non-critical zone). 

Finally I apologise on behalf of Midworld as we were not expecting a second deviation from this plan. MOI finally prepares the location for the pilot demo installation. Field Engineer Scarafile is confirmed to travel to Bahrain on 27th April to do the installation. A new licence key is issued for RCS v9.2 with an expiry date of 13 May 2015.Technical Director Joby Scarff from MidworldPro is taking care of preparations in Bahrain before Scarafile’s arrival.

Hacking Team markets RCS to its government clients as untraceable. However, a Citizen Lab report that identified current and past governments that used RCS has raised concerns by Bahrain’s NSA after their London meeting with NICE systems. David Vincenzetti, CEO of Hacking Team, dismisses the report as “another media attack by these so-called Canadian activists” and says it is irrelevant to their clients. While, NICE’s Weizinger says that the client keeps bringing up the issue in their meetings and they need an official response. A technical problem also seems to have occurred during the London demo to Bahrain’s NSA where the software was not able to retrieve the Gmail contacts of an infected device.

Field Application Engineer Alessandro Scarafile arrives in Bahrain to conduct the RCS installation, technical trainings and system demonstration. Scarafile faces a number of technical problems during and after installation. After showing the MOI team a number of RCS modules (OCR and Intelligence modules) that were not included in the pilot installation in the training sessions, MOI refuses to sign the delivery certificate unless the modules are added which Hacking Team say would cost an extra €40,000 Euros a year for the Intelligence module. OCR is added to the licence for free it seems and MidworldPro eventually are able to convince the MOI to sign on. Apparently the planned demonstration to the Minister of Interior is cancelled due to him being in the US. Eventually the RCS system is up and running at the new MOI facility after many delays and postponements.

The delivery in Bahrain (Manama) has been completed.

 

Here the details:

 

–        1 x RCS Backend + 1 x RCS Frontend correctly installed with product version 9.2.2 + hotfix;

–        1 x Tactical Network Injector correctly installed and configured;

–        4 x RCS Console correctly installed;

–        3 x VPS provided by Midworld Pro (partner) correctly installed (109.74.194.197 – 106.186.126.250 – 192.155.83.119);

–        Support Portal activated with Organization=BHR and [email protected];

 

Considerations:

 

1.      The end-user attended with a group of 3 people: Abdullah M. AlOtaibi (Minister’s advisor) + 2 technical guys.

We (me and the partner) spent 6 days at client’s premises, managing technical activities (explained below) and product training, encountering these issues:

 

a.      Client’s availability was not full-day: the average was 3/4 hours per day (the rest of the day was dedicated to activities at point b.);

b.      I’ve been asked to perform local technical activities instead of training, such as configuration and testing of firewall, switch, VPN, UPS, cabling, etc.

 

2.      The client expected to have the Intellicence and Connectors options activated in the license: they will interact with the partner soon, in order to “solve” this request.

 

 

The system is properly installed and the entire client’s network infrastructure is secured (thanks to Marco C. for all the remote support in configuration).

 

The training has covered almost all aspects (considering the available time), but the client still needs to be familiar with: more exercises on factory configurations, proper use of the TNI, backup configuration, network management in general.

 

The partner is absolutely up to date on the situation (he was with me all the time) and will send a report to the client in the next days, listing the activities done and providing technical details relating to the installation (network parameters, users, passwords, etc). The customer expects from us a 360 degrees technical support on any topic relating to this installation (systems maintenance, network, etc.). Even if these activities should be managed by the partner, I’m not so sure that it has enough technical preparation.

 

In any case, the end-user signed the Delivery Certificate few minutes ago and expressed – in his way – thanks for all the work done during this week.

Scarafile also sends MidworldPro an email detailing the technical deliverables along with a text file that includes all the passwords of the different servers used for RCS. A few days later technical problems with the firewall still persist and someone from MOI seems to not know how to log in the system

Following up on this ticket there seems to be misalignment between Sales Manager Mostapha Maanna and Adnan Fatayerji from MidworldPro. It is unclear if this had anything to do with Maanna’s resignation a week later but Sales Managers Marco Bettini and Emad Shehata take his place onwards. Fatayerji mentions positive feedback from MOI and potential scale up after August.

After months from the demo meeting in London Hacking Team keeps pushing NICE to follow up on the Bahrain NSA opportunity. NICE mentions “internal issues” and possible news in the media, but says the Bahrain contact asked for a budgetary offer.

After sending a draft offer to NICE to relay back to Bahrain NSA, Hacking Team keeps pushing for an update on the potential opportunity. NICE says that the delay is due to internal issues within Bahrain NSA because of “publicity that the organization used hacking tools on opposition”. They mention they are also waiting for an approval for NSA to visit NICE in Europe for another demo.

MOI was sent multiple reminders of license expiry for RCS. MidworldPro says its put on hold by MOI. Hacking Team’s IT support say that Bahrain MOI have been quiet and the last ticket they received from them was in March 2015. According to a sales report in Hacking Team’s file dump there was a “positive” demo given to 3 “Bahrain intelligence” personnel at ISS Dubai 2015 but no real follow up has materialised [link to 18.03.2015 Sales Report- Intelligence Bahrein.docx].

Coming back to our client as per you information they have a new organization and we need to have the following feedback:

 

1)      Can you please let me know if we can consider our Proposal to the Intelligence module still alive. The proposal dated on May 19th, 2014 is already expired.

2)      The Maintenance will expired on 05 May 2015, this means that the customer will be not in position to make a new infection.

 

Please let us know when we can send you the Proposal contains the Maintenance and Exploit Service plus the intelligence Module.

I have spoken to the client last week and so far the feed back from the system is positive. They have had no trouble so far utilising it and are happy with current results. We should be expecting more scalable activity after August at which point I will contact you for more solutions options. With regards to purchasing the upgraded proposal, let put it aside for the time being as I believe we can address scalability when the decision makers return end of August after the holidays.
